New owners have one opportunity to rid themselves of bad contracts (see 16.12). 4. Owners may cut rookies from the previous year who are due to count against the salary cap. 5. Owners must sign a contract with or cut second year rookies. 6. Owners must sign or cut the previous year's free agent signings. 7. Veteran cuts will be penalized one half of the total due across the length of the contract. 8. Veterans who played no more than 3 games may be cut without penalty. (16.10) 9.
