Proposal 1: Require Durability Rating of 6 for OL, DL, DB to Count Towards Minimum Players. FAILED by a vote of 12-12. Proposal 2: Expand Injured Reserve Rule to include players with a Durability rating of 3 or less. PASSED by a vote of 21-3. Proposal 3: Developmental Roster. Allow 1st and 2nd year players with value in the game $500,000 or less to be on a developmental roster: PASSED by a 16-8. Proposal 4: Minimum Attempts of Skill Position Players. PASSED by a vote of 21-3. Proposal 5: Move trade deadline to week 8. PASSED 19-5. Proposal 6: Lottery Winner Does Not get the 1st Pick in Both Drafts-But Gets Choice. PASSED 16-8.
